프랑스 농촌 코뮌의 소멸위기 요인과 활성화방안

본 연구는 한국처럼 파리 일극 중심의 중앙집권 국가인 프랑스가 맞고 있는 지방소멸의 위기양상과 특징을 살펴보고 시사점을 도출하는 데 목적을 두고 있다. 따라서 프랑스 농촌 코뮌의 소멸위기요인을 물리적, 환경적, 사회・문화・경제적 관점에서 분석하고 활성화 방안을 다양한 행위 주체를 중심으로 살펴보았다.
그 결과 프랑스에서는 한국과 달리 소멸위기에 놓인 지자체는 일부 농촌 코뮌에 한정된 것으로 드러났다. 소규모인 농촌 코뮌은 재정이 매우 빈약하고 일자리 창출이 어려워 청년층을 도시로 빼앗기고, 교통 인프라가 좋지 않고 학교를 비롯한 공공시설이 축소되면서 생활환경이 매우 열악하다. 따라서 70년대 후반부터 진행되고 있는 네오뤼로(신농촌) 현상에도 불구하고 도시 인구를 전혀 유인하지 못하고 있다.
이 지역의 활성화 방안은 첫째, 농촌 연대기금이나 국가 균등화기금 등 경제적 인센티브를 통한 통합을 장려하고, 둘째, 농촌활성화구역(ZRR)이나 농촌진흥법(LDTR), 그리고 ‘농촌 우수 센터(PER)’ 사업과 같은 감세・면세정책을 통해 농촌지역의 고용 촉진과 재활성화를 도모하고 있다. 셋째, ‘빌라주 비방’이나 ‘콩투아르 드 캉파뉴’와 같은 저밀도경제 개발 방식을 도입해 유휴 공공시설을 활용하고 커뮤니티를 활성화하여 관계 인구 등 외부교류 인구를 늘리는 연합 네트워크를 형성하고 있다.
본 연구가 주는 정책적 함의는 인구감소로 재정위기에 처한 지자체의 통합을 적극적으로 추진해야 한다는 것이다. 또한 한계에 봉착한 현행 정책과 프로그램들을 혁신하고, 저밀도경제 환경에서 지역을 존속시킬 수 있는 새로운 지역개발 방식을 도입할 수 있어야 한다.

Factors of Extinction Crisis and Activation of the French Rural Communes

The purpose of this study was to examine the patterns and characteristics of the local demise crisis facing France, a centralized country centered on Paris, and to draw implications. Therefore, we analyzed the factors of the demise crisis of rural communes in France from the physical, environmental, socio-cultural, and economic perspectives, and examined revitalization measures centered on various actors.
As a result, it was found that unlike Korea, in France, local governments in danger of disappearing are limited to a few rural communes. These small rural communes have very poor finances, difficulty in creating jobs and losing young people to cities, and very poor living conditions due to poor transportation infrastructure and shrinking public facilities including schools. Therefore, despite the neo-rural phenomenon that has been underway since the late 70s, it has not attracted any urban population.
In order to revitalize the region, the government is encouraging integration by providing economic incentives such as the Rural Solidarity Fund and the National Equalization Fund; second, it is promoting employment and revitalizing rural areas through tax cuts and tax exemptions such as the Rural Revitalization Zone(ZRR), the Rural Development Act(LDTR), and the Rural Excellence Center(PER) project. Third, by introducing low-density economic methods such as “Villages Vivants” and “Comptoir de campagne,” we are utilizing idle public facilities and activating communities to form a network of alliances to increase the number of related populations and other external exchanges.
Finally, the policy implication of this study is the need to actively promote the integration of municipalities facing fiscal crisis due to population decline. In France, small communes are being consolidated through mergers in order to strengthen them, leverage resources, and reduce costs. In addition, it is necessary to discuss the survival of regions in the context of regional decline and low-density economies and to introduce new regional development methods.
