2020년 지방자치법 전부 개정에서 주민자치회 전환이 제외되었음에도 지방자치단체별로 주민자치회 시범운영이 확대되거나 전면 전환되는 곳이 늘고 있다. 그런데 주민자치회의 전환을 통해 기존 주민자치위원회의 대표성과 참여성을 높일 수 있게 되었다는 주장이 있는 반면, 준비 없이 전환됨으로써 위원 구성이나 지원체계 상의 문제가 발생하고 있다는 주장도 있다. 이 논문은 이러한 쟁점이 기존 주민자치위원과 주민자치회 전환 이후 참여한 신규 위원의 차이는 물론, 주민자치에 대한 시각과 주민자치회 운영에 대한 경험 또는 관점에 따라 다양하게 제기되고 있음에 주목하였다. 본 연구는 주관성 연구의 주요 방법론인 Q 방법론을 적용하여 주민자치회 위원들의 주민자치회 전환에 대한 인식 유형을 분류하고, 유형별 특성과 차이 또는 공통점을 파악하는 데 목적을 두었다. 이를 위해 34개의 Q 진술문을 도출하여 9점 척도의 강제 정규분포 형태로 배치하였으며, 강북구 주민자치회 2개 동의 위원 26명과 25명, 총 51명을 P 표본으로 선정하였다.
분석 결과 ‘전환 효과 긍정형’, ‘봉사 중심 실리형’, ‘대표성 중심 제도 개선형’, ‘효율성 중심 갈등회피형’, ‘봉사 중심 권한 강화형’, ‘현상유지 안착형’, ‘위원구성 및 역할 비판형’, ‘형식적 참여형’ 등 총 8개의 인식 유형을 도출하였고, 유형별 특성을 이해할 수 있었다. 이러한 연구 결과는 주민자치회의 전환과 정착 과정에서 위원 구성, 교육 프로그램 운영, 활동 지원, 정책 방향 설정 등 좀 더 효과적인 정책적・제도적 대응에 활용될 수 있을 것으로 기대된다.

Types of perceptions of Members in the Transition of the Residents’ Autonomy Board: Applying the Q Methodology

This study is a subjectivity study that identifies the types of perceptions of the Residents’ Autonomy Board members through the Q methodology, and identifies the characteristics, differences, and commonalities of each type. In this study, 34 Q statements were placed in the form of compulsory normal distribution on a 9-point scale, and 26 and 25 members of two locals(Dong) of the Gangbuk-gu Residents’ Autonomy Board, and a total of 51 people were selected as P samples. Eight types of data were derived from the collected data by performing factor analysis using the PQMethod program using the varimax rotation method. As a result of the analysis, a total of eight factor types were derived, including ‘Transition effect positive type’, ‘Volunteer-oriented practical type’, ‘Representativeness-centered system improvement type’, ‘Efficiency-centered conflict avoidance type’, ‘Volunteer-oriented authority strengthening type’, ‘Critical type for the composition and role of the members’, and ‘Superficial participatory type’.
These research results are expected to be used for more effective policy and institutional responses such as the formation of members, operation of educational programs, activity support, and policy direction setting in the process of converting and settling the Residents’ Autonomy Board.
