지방재정지출 구조와 지역회복력의 관계
-인과관계 방향의 실증적 탐색-

본 논문은 지방재정지출의 구조와 지역회복력 간의 인과적 방향성을 와그너 법칙과 케인스 가설을 응용하여 실증적으로 탐색한다. 이를 위해 본 연구는 2013년부터 2020년까지의 재정지출 결산액 데이터와 지역회복력 관련 공공데이터를 활용하여 지방재정지출 구조와 지역회복력의 관계에 대한 인과성을 그랜저 인과성 검정과 벡터오차수정모형(VECM)을 통해 검정하였다. 분석결과, 그랜저 인과성 검정과 VECM 모두에서 지역회복력이 사회개발비 비중 변화의 원인변수인 것이 확인되었다. 또한 충격반응함수를 통해 사회개발비 비중과 지역회복력이 장기균형점을 향해 증감을 반복하는 것을 확인하였다. 이러한 결과는 와그너 법칙을 응용하여 지방재정지출 구조와 지역회복력의 관계를 설명할 수 있다는 점을 시사함과 동시에 두 변수 간의 관계에 대한 다양한 가능성을 열어놓고 추가적인 논의가 필요함을 의미한다. 본 연구는 이를 바탕으로 위기 상황에서 지역이 위기에 대응할 수 있는 역량을 높일 수 있도록 관련된 지식과 정책적 제언을 제공하고자 한다.

The Relationship between Local Fiscal Expenditure Structure and Regional Resilience: An Empirical Exploration of the Causality Direction

This paper empirically explores the causal direction between the structure of local fiscal expenditure and regional resilience by applying the Wagner Law and the Keynesian hypothesis. To this end, this study tested the causality between local fiscal expenditure structure and regional resilience through the Granger causality test and the Vector Error Correction Model (VECM) using fiscal expenditure settlement data from 2013 to 2020. As a result of the analysis, it was confirmed that regional resilience was a cause variable for the change in the proportion of social development expenditure in both the Granger causality test and VECM. In addition, through the impulse response function, it was confirmed that the proportion of social development expenditure and regional resilience repeatedly increase or decrease toward the long-term equilibrium. These results suggest that the relationship between local fiscal expenditure structure and regional resilience can be explained by applying Wagner’s law, while further discussion is needed with various possibilities open for the relationship between the two variables. Based on the analysis result, this study aims to provide related knowledge and policy suggestions so that the region can increase its ability to respond to crises in crisis situations.
