혁신주도 경제성장정책에 대한 비판적 검토
-혁신도시의 사회자본 증진을 중심으로-

본 연구는 혁신주도 경제성장정책이 양적・질적 지역경제성장에 미치는 영향에 있어서 사회자본의 조절효과를 검토함을 목적으로 한다. 이는 혁신주도 경제성장의 성과에 대해 이어져온 지적들이 관계자본으로서의 사회자본을 충분히 고려하지 않은 데 기인한 것이라는 문제의식에 근거한다. 연구범위는 2011년부터 2020년까지 이며, 종속변수인 양적 경제성장은 지역총생산으로, 질적 경제성장은 산업구조의 고도화 측면에서 지식기반산업 비율로 측정하였다. 독립변수인 혁신주도 정책은 이의 패키지가 투여된 혁신도시 입지 여부로 판별하고, 조절변수인 사회자본은 교량형 연결망을 핵심으로 보고 민간 비영리단체비율을 통해 측정하였다. 분석결과, 혁신주도 경제성장정책은 지역경제성장에 정(+)의 영향을 미치고 있으며, 이때 사회자본인 교량형 연결망은 이러한 관계를 강화조절하고 있었다. 본 연구는 이러한 결론을 토대로 혁신도시 사회자본의 증진을 위한 3가지 실천적인 개선방안을 제시하였다.

A Critical Review of Innovation-Driven Economic Growth Policies: Focused on the Enhancement of Social Capital in Innovative Cities

This study aims to review the moderating impact of social capital on the effects of innovation-driven economic growth policies on the quantitative and qualitative regional economic growth. This is based on the critical mind that the continuous criticisms on the achievements of innovation-driven economic growth have been due to the lack of sufficient consideration of social capital as a related capital. The scope of the study is from 2011 through 2020. Quantitative economic growth, a dependent variable, was measured by gross regional domestic product(GRDP), while qualitative economic growth was measured by the ratio of knowledge-based industries in terms of sophistication of the industrial structure. Innovation-driven policies, independent variables, were distinguished by the locations of the innovative cities to which their packages were administered, and social capital, a moderator variable, was measured through the proportion of private non-profit organizations, considering the bridging networks as the core. As a result of the analysis, the innovation-driven economic growth policies had a positive effect on regional economic growth, and at that time, the bridging networks as social capital were reinforcing and moderating this relationship. Based on these conclusions, the study presented three practical improvement measurements to enhance the social capital in innovative cities.
