본 연구는 광역자치단체에서 기초자치단체로 배분되는 시・군 조정교부금을 중심으로 재원배분 구조
를 고찰하였다. 8개 도(道)의 152개 시・군을 중심으로 2011년과 2015년에 배분된 조정교부금 중 특별
조정교부금 자료를 수집하여 패널자료를 구성하고, 고정효과모형(fixed effect model)을 이용하여 패널
자료를 분석하였다. 각 시・군에 배분된 특별조정교부금을 종속변수로 하고 정치 요인과 행정수요 요인
을 독립변수로 하여 분석모형을 구성하였다. 정치 요인의 하위변수로 기초자치단체장 당선횟수, 기초
자치단체 지역구 시・도의원의 주요 보직 역임 여부, 광역자치단체장-기초자치단체장-시・도의원 정당
일치 여부, 기초자치단체장 당선자와 2위 간 득표차, 기초자치단체의 광역자치단체장 지지율을 사용하
였고, 행정수요 요인의 하위변수로 인구수, 재정자립도, 지역 면적을 사용하였다.
분석결과 기초자치단체의 정치 요인과 행정수요 요인 둘 다 특별조정교부금 배분에 영향을 미치는
것으로 나타났다. 정치 요인 중 기초자치단체장 당선횟수와 광역자치단체장 지지율이 특별조정교부금
배분에 정(+)의 영향을 미치는 것으로 나타났으며, 행정수요 요인 중 재정자립도가 부(-)의 영향을 미치
는 것으로 나타났다. 결론적으로 특별조정교부금은 ‘정치(politics)’ 요인 또는 ‘수요(needs)’ 요인 중 어
느 한 쪽의 요인만이 영향을 미치는 이분법적 재원배분 구조가 아니며 두 요인이 상호 복합적으로 작용
하는 구조를 가지고 있음을 경험적으로 확인하였다.

Determinants of the Allocation of Provincial Revenue Sharing:
Politics or Needs?

This study explores the mechanism of intergovernmental transfer from provincial
governments to city and county governments. The Provincial Revenue Sharing (PRS),
known as adjustment grants, is comprised of general and special grants. We focused on
the special grants which were allocated among city and county governments in 2011
and 2015. The panel data employed for the empirical analysis consists of 152 city and
county governments within 8 provincial governments. To understand the determinants of
the allocation of the special grants a fixed effect model is developed. The independent
variables in the model are the political factors and financial needs of the city and
county governments. The findings are as follows: (1) the political influences of the
mayor and governor are critical in the allocation of the special grants. (2) the degree
of the city and county governments’ financial independence has an effect on the
special grant allocation: as financial independence decreases the amount of the special
grants allocated increases. (3) the politics and the financial needs are major factors that
work together dynamically in the special grant allocation.
