지방소멸, 이민정책으로 해결할 수 있는가?
-호주 지방정부의 SSRM 이민프로그램을 중심으로-

본 연구의 목적은 호주 지방정부가 주도적으로 추진하는 이민정책인 ‘주특정지역이민프로그램(State Specific and Regional Migration, SSRM)’의 운영실태와 성과를 분석하고 이를 토대로 우리나라 지방정부에 적용 가능한 정책적 시사점을 제시하는 것이다. 이를 위해 본 연구에서는 지방소멸 관련 국내외 선행연구, 지방정부가 이민정책을 추진하는 이유 등에 대한 이론들을 비판적으로 검토하였고, SSRM 제도의 주요 내용, 운영실태, 정책성과를 각각 분석하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 전 세계적으로 보면 많은 선진국들이 저출산 고령화와 지방소멸에 대응하기 위해 지방정부가 주도적으로 이민정책을 추진하고 있다. 둘째, 호주의 지방정부는 비도시지역이나 낙후지역을 중심으로 인구 고령화와 청년층의 이탈로 인한 지역 공동화와 노동력 부족 문제를 해결하고자 1996년에 ‘SSRM 이민프로그램’을 도입하였다. 셋째, SSRM 이민프로그램의 핵심은 영주권 취득에 필요한 이민점수(point system)가 다소 부족한 이민자(근로자, 유학생, 사업가 등)들이 지정된 비도시(낙후)지역에서 3년간 의무적으로 거주해야 하고, 이후에 영주권 신청시에 일정 점수의 가산점을 부여하여 영주권 취득을 용이하게 하는 것이다. 넷째, SSRM의 운영실태 측면을 보면, 전체 신규 이민자 중 SSRM 이민자의 비중이 1997년에 2.3%에서 2005년에 20.9%까지 증가하였고, 1991∼2001년(10년간) 대도시권 지역의 비중은 감소(86.3→83.9%)한 반면, 비도시지역의 비중은 증가(13.7→16.1%)하였다. 다섯째, SSRM의 성과 중 인구학적 측면의 성과로 비도시지역의 신규 이민자들의 평균연령은 32세였고, 79%는 가족과 함께, 28%는 자녀를 동반하였다. 노동력 측면에서는 이들의 고용율이 98%로 나타났고, 지역에서의 지속적 체류율은 90%로 나타났다. 이는 비도시(낙후)지역에 신규 이민자들을 유치하고 의무적으로 거주하게 하는 SSRM 이민프로그램이 이들 지역의 인구감소, 인구 고령화 및 노동력 부족 문제를 해결하는 데 있어서 상당한 기여와 성과가 있음을 의미한다. 마지막으로, 위와 같은 연구결과를 토대로 우리나라의 지방정부에 적용 가능한 정책적 시사점 다섯 가지를 제시하였다.

Local Decline, Can Immigration Policies Solve It?: Focusing on the SSRM Immigration Program of Local Governments in Australia

The purpose of this study is to analyze the operational status and performance of the State Specific and Regional Migration (SSRM), an immigration policy led by local governments in Australia, and to present policy implications applicable to local governments in Korea. To this end, this study critically reviewed theories on domestic and international previous studies related to local decline and reasons for local governments' immigration policies, and analyzed the main contents, operational status, and policy performance of the SSRM system, respectively. The summary of the results of this study is as follows. First, around the world, many developed countries are taking the initiative in promoting immigration policies to cope with low birth rates, aging population, and local decline. Second, local governments in Australia introduced the 'SSRM Immigration Program' in 1996 to solve the problem of regional hollowing and labor shortages due to the aging population and the departure of young people in non-urban or underdeveloped areas. Third, the core of the SSRM immigration program is that immigrants (workers, international students, business people, etc) who lack the immigration point system necessary to acquire permanent residency are obliged to reside in a designated non-urban (underdeveloped) area for 3 years, and afterwards, when applying for permanent residency, an additional point of a certain score is given to facilitate the acquisition of permanent residency. Fourth, in terms of SSRM's operational status, the proportion of SSRM immigrants among all new immigrants increased from 2.3% in 1997 to 20.9% in 2005, the proportion of metropolitan areas decreased (86.3→83.9%) from 1991 to 2001, and the proportion of non-urban areas increased (13.7→16.1%). Fifth, among SSRM's achievements, the average age of new immigrants in non-urban areas was 32 years old, 79% of these immigrants were accompanied by their families and 28% of their children in terms of labor, and 90% of their continuous stay in the region. This means that the SSRM immigration program, which attracts new immigrants and makes them reside in non-urban (underdeveloped) areas, has made significant contributions and achievements in solving the problems of population decline, aging population and labor shortage in these areas. Finally, based on the above research results, five policy implications applicable to local governments in Korea are presented.
