낙후지역 유형화를 통한 맞춤형 지원방안의 개발

본 연구는 낙후지역 선정과 지원을 위해 개발된 기존의 지표들에 대한 망라적 검토를 통해 지표체계를 재구성하고, 이를 활용하여 각 지역을 유형화한 후, 유형별 특성을 고려한 낙후지역 지원방안의 개발을 위한 정책적 함의를 제공하는 데 그 목적이 있다. 이를 위해 본 연구에서는 지역발전수준을 지역경제력 영역과 삶의 질 영역으로 구분하여 각각 4개 부문 9개 지표와 5개 부문 12개 지표를 선정하고, 광역자치단체 산하 군과 행정시를 포함한 159개 시・군 지역별 2018년 기준 3년간 평균 수치(Stock)와 2009년에서 2018년까지 10년간 연평균 증가율(Flow)을 측정한 뒤 표준점수(Z-Score)로 변환하여 종합점수를 산출한 다음, 스톡(Stock)과 플로우(Flow) 데이터를 활용하여 4분면 분석을 실시하였다. 분석 결과, 성장촉진지역으로 지정된 시・군이 대부분 지역경제력의 현 수준에 있어서 상대적으로 열악한 상태인 것은 분명하나, 그 수준이 과거에 비해 개선되고 있는 곳과 오히려 쇠퇴하는 곳이 혼재되어 있는 것으로 나타났다. 또한 지역경제력 측면에서는 발전 수준이 상대적으로 열악하나 삶의 질 측면에서는 상대적으로 그 수준이 양호한 곳도 혼재되어 있었다. 한편, 성장촉진지역으로 지정되지 않은 지역들 중에도 지역경제력과 삶의 질 모두 상대적으로 열악하고 그 상황이 과거보다 더 악화되고 있는 곳도 있었다. 따라서 향후 낙후지역에 대한 효과적인 지원을 위해서는 지역경제력 및 삶의 질에 대한 지역별 발전수준과 추세에 대한 종합적 검토가 선행되어야 할 것이다. 이를 통해 현재 지역경제력 또는 삶의 질의 측면에서 상대적으로 낙후된 지역에 대해서는 관련 인프라의 확충과 지원이 이루어져야 할 것이다. 또한 과거로부터 침체가 발생하는 지역들에 대해서는 각 영역별 중장기 개발전략에 대한 보완을 지원함과 동시에 후속 추진과정에 대한 지속적 모니터링 등의 지원이 실시되어야 할 것이다.

Developing Customized Support Policies by Categorizing Underdeveloped Areas

The purpose of this study is to categorize each area by reconstructing the index system through a comprehensive review of the existing indicators developed for selection and support of underdeveloped areas, and to provide policy implications for developing an effective support system considering the characteristics of the underdeveloped areas. To this end, this study divided the level of regional development into the aspects of regional economic capacity and quality of life, and 9 indices in 4 categories and 12 indices in 5 categories were selected, respectively. For this study, 159 cities and counties were selected. After measuring the average value for 3 years as of 2018 and the average annual growth rate for 10 years from 2009 to 2018 for each city and county, it is converted into a Z-Score to calculate the overall score, then by using stock and flow data, quadrant analysis was performed. The results of the analysis show that most of the cities and counties designated as growth promotion areas are in relatively poor condition in terms of the current level of regional economic capacity, but there is a mixture of places where the level is improving compared to the past and places where it is declining. Also, there are places where in terms of regional economic capacity, the development level was relatively poor, while the quality of life was relatively good. On the other hand, even among the cities and counties not designated as growth promotion areas, both regional economic capacity and quality of life were relatively poor, and the situation was even getting worse. Therefore, in order to effectively support underdeveloped areas, a comprehensive review of development levels in terms of levels and trends for both regional economic capacity and quality of life should be preceded.
