지방자치단체 민간위탁의 독과점화 모형의 개발과 적용에 관한 연구

본 연구의 목적은 오늘날과 같은 민간위탁 환경에서 발생할 수 있는 지방자치단체 민간위탁의 독과점화 현상을 구체적으로 설명할 수 있는 모형을 개발하여 실제로 우리나라 특정 기초지방자치단체의 민간위탁 사례에 적용함으로써 지방자치단체 민간위탁의 독과점화 현상이 어떻게 발생하며, 그 수준은 어느 정도인지를 평가하는 데에 있다. 주요 연구 결과를 요약하면 다음과 같다. 첫째, 본 연구에서는 구체적으로 독과점화 정도를 측정할 수 있는 모형을 개발하여 특정 기초자치단체에 적용함으로써 독과점 비율을 측정하였다. 독과점이 없는 상태의 기준점을 1로 했을 때 본 연구의 사례가 된 A 기초자치단체의 민간위탁 독과점 비율은 2.64로 계산되었다. 둘째, 본 연구는 지방자치단체의 민간위탁이 독과점화되어가는 과정을 설명할 수 있는 모형을 개발하였기 때문에 각 지방자치단체가 독과점화를 줄일 수 있는 다양한 대안들을 모색하는데 이바지할 수 있을 것이다. 즉, A 기초자치단체의 경우, 하나의 수탁업체가 3개의 민간위탁 분야에서 5개의 민간위탁 사업을 수탁함으로써 독과점화 점수가 급격하게 증가한 것으로 나타났다. 따라서 A 지방자치단체는 이러한 독과점의 원인이 된 수탁업체 조정을 통해 독과점 비율을 줄일 수 있을 것이다. 마지막으로, 본 연구에서 개발된 민간위탁의 독과점화 모형은 각 지방자치단체뿐만 아니라 중앙정부 부처에도 적용될 수 있도록 설계되었기 때문에 향후 다양한 정부 수준의 민간위탁 독과점 정도를 측정할 수 있는 표준 모델로 활용이 가능할 것으로 기대한다.

A Study on the Development and Application of the Monopoly Model of Contracting Out Local Government Public Services to Private Agents

This study seeks to develop a model that can explain the phenomenon of monopoly which appeared in contracting out local government public services to private agents and to evaluate how the monopoly occurs and to what degree it is by applying the model to the cases of contracting out government public services to private agents in one of local governments in South Korea. The main results are summarized as follows. First, a model that can measure the degree of monopoly has been developed and applied to the case of contracting out public services of local government A to measure the degree of monopoly in this study. This study shows that there is a high degree of monopoly in the market of contracting out government public services in local government A. Second, the model developed in this study can be used for each local government to decrease the degree of monopoly occurred because the model can explain the process by which the market of contracting out local government public services is monopolized. Finally, the monopoly model is designed to be applicable to explain not only the process of contracting out public services of each local government but also that of central government, therefore, it can be used as a standardized model to measure the degree of monopoly at various levels of governments in the future.
