Evaluating Tourdoore Project as an Endogenous Local Development
Strategy: Focusing on the Participants’ Collaboration and Project

Since 2013, the national government has been promoting the Toredoore project.
Basically, this project supports local residents to establish social economy organizations
and conduct business activities, by which local tourism ecosystem and local jobs could
be created. Through theoretical discussions, this study understands Tourdoore project as
one of regional revitalization strategies based on endogenous development theory and
social economy. In particular, this project can be seen to utilize collaborative
governance structure to produce economic and social revitalization. Therefore, the main
purpose of this study is to analyze the influence of the collaborative governance
elements on the economic and social outcomes of the Tourdoore project. The survey
for the major participants of the project was conducted, and the regression analysis was
applied to analyze the effects of collaborative governance process, institutional support,
and leadership factors on the project outcomes.
As a result, the active communication process among the actors is verified to have
the most influential effect to both economic and social outcomes, and the Tourdoore
PD’s leadership is also confirmed to play a critical role. Although the financial support
from the national government has been proved to have a significantly positive impact
on both outcomes, on the other hand, the relatively low evaluation about the current
institutional support system is also found. Based on these results, this study provides
several policy suggestions for mid-to-long-term development strategies of the Tourdoore
project.
