이 연구는 지방자치단체의 조직진단 과정에서 Kano모델 적용가능성에 대해서 분석하였다. A자치단
체 조직진단과 관련하여 Kano모델로 분석한 결과, 일반구청 중심으로 기존의 과를 개편하여 생활민원
과 사회복지는 신설과를 마련하고, 차량등록사업소와 건설도로과가 별도의 과 신설이 필요하다고 인식
하고 있었다. 이를 통하여 Kano모델 방법론의 적용가능성은 이해관계자가 느끼기에 지방자치단체의
조직개편 방향에 대해서 매력적 품질이거나 일원적 품질일 경우에는 조직개편안에 대해서 순응할 가능
성이 높지만, 그렇지 못한 조직유형에서는 무관심 품질이거나 역품질일 경우에는 이해집단과의 충분한
공감대 형성이 미흡하거나 조직개편의 부정적인 반응으로 이어질 가능성이 높다고 볼 수 있다. 다음으
로 지방자치단체의 조직개편과 관련하여 잠재적 고객만족지수를 통하여 우선순위를 도출할 수 있다는
것이다. 다만, 분석결과의 대표성을 확보하기 위해서는 전제조건으로 각 부서별 대표할 수 있는 조직내
부 구성원을 대상으로 구성해야 할 것이다.

A Study on the Analysis of Organizational Diagnosis Using the Kano
Model: Applying the Cases of Organizational Diagnosis by A Local Government

This study analyzed the applicability of the Kano model in the course of organizing
diagnosis by local governments. According to the analysis of the Kano model in relation
to the organizational diagnosis of the A local government, the existing departments for
living and social welfare were reorganized with the focus of the general district office
to prepare new departments. And it is recognized that a new department is needed for
vehicle registration businesses and construction roads. Through this, the applicability of
the Kano model methodology is likely to be followed by the reorganization plan if it is
of attractive or monolithic quality for the direction of organizational restructuring of
local governments but in case of non-organizational quality or reverse quality, sufficient
consensus formation with interest groups is likely to lead to negative responses to
organizational restructuring. Next, in relation to the reorganization of local governments,
priority can be derived through the potential customer satisfaction index. However, in
order to ensure representative of the analysis results, the organization should be
organized for members within the organization who can represent each department as a
prerequisite.
