소멸위기 지방정부의 핵심생산가능인구 유입 영향요인에 관한 연구

본 연구는 최근 소멸위기를 겪고 있는 지방정부에서의 핵심생산가능인구 유입의 영향요인을 탐색한 후 향후 정책방향을 제언하고자 하는 목적을 가지고 있다. 본 연구의 목적을 달성하기 위하여 배출-흡인요인 및 Tiebout 모델에 대한 이론적 검토를 통해 인프라 요인 및 재정요인을 변수로 구체화하였으며, 전체 기초지방자치단체를 대상으로 인구 유입 영향요인을 탐색함에 있어 행정안전부에서 선정한 인구감소지역을 소멸위기 지방정부로 설정하여 조절회귀분석을 실시하였다. 분석결과 첫째, 전체 기초지방자치단체에서의 의료 인프라 및 중앙정부의 정책요인이 핵심생산가능인구의 유입을 장려하는 것으로 나타났다. 둘째, 인구소멸지역 여부의 조절효과는 의료 인프라 확충을 통한 인구 유입에 대한 긍정적인 영향력을 감소시키고 재분배정책을 통한 인구 유입에 대한 부정적인 영향력을 완화하는 것으로 나타났다. 이러한 분석결과는 청장년층이 선호하는 의료시설이 소멸위기 지역에 충분히 확충되어 있지 않아 유입을 감소시키는 것으로 해석된다. 또한 생애주기적 특성에 따라 자녀의 출산과 양육을 담당하는 연령층이 유입될 수 있는 방향으로 사회복지 지출이 이루어져야 함을 알 수 있다. 따라서 인구소멸지역의 청장년층이 근거리에서 양질의 의료서비스를 기대할 수 있도록 의료 인프라가 확충되어야 하며, 지역 산업과 연계된 일자리 창출이 필요하다. 동시에 선심성 복지정책 지출의 남발을 지양하고 보다 효과적인 지방정부의 예산 활용 및 복지정책에 대한 고민이 이루어져야 할 것이다.

A Study on the Influencing Factors of the Inflow of Core Productive Population by Local Governments in the Crisis of Population Extinction

This study explores the factors that lead to the inflow of the core productive population in the population extinction area, and to suggest future policy directions. It employed the push and pull model and Tiebout model, and included the infrastructure and the financial factors as variables. It conducted a moderated regression analysis on all local governments, setting whether the population extinction area selected by the Ministry of the Interior and Safety as a moderator variable. As a result, first, it was found that the medical infrastructure and the policy factors of the central government encouraged the inflow of the core productive population in all local governments. Second, the moderating effect of the population extinction area reduced the positive influence on population inflow through medical infrastructure and mitigated the negative influence through redistribution financial expenditure. The findings are interpreted as reducing the inflow because the medical infrastructure preferred by young adults and middle-aged people as core productive population are not sufficiently expanded in the areas in danger of extinction. Also, according to the characteristics of the life cycle, social welfare(redistribution) expenditures should be made in such a way that the age group responsible for childbirth and rearing can flow in. Therefore, it is necessary to expand the medical infrastructure so that young adult and middle-aged people in depopulated areas can expect high-quality medical services, and it is necessary to create jobs related to local industries. At the same time, it is necessary to refrain from pork barrel welfare policies that demanded from them and to think more about the effective use of local government budgets and social welfare policies.
