도시 지역공동체의 형성 정도와 과정
-에너지자립마을을 중심으로-

본 연구는 최근 기후변화와 지구의 생태적 한계에 대한 위기감이 고조되고 있는 가운데, 자치적인 문제해결을 위해 결성된 도시형 에너지자립마을에서 지역공동체 형성이 어느 정도 이루어지고 있는지 탐색하고 그 과정을 살펴보았다. 이를 위해 정부 지원 종료 후에도 최소 1년 이상 활동을 지속하고 있는 서울시 에너지자립마을 7곳의 사례를 조사하고 사례분석과 사회네트워크 분석을 실시했다.
연구결과, 공동체 형성이 잘 이루어진 마을에서는 주민 모임공간이나 공유공간을 조성하고 공적인 영역과 사적인 영역에서 네트워크 형성과 상호협동이 나타나며, 주민들은 소속된 마을을 친밀하고 신뢰할 수 있는 곳으로 여기고 있었다. 그리고 공동체 형성 기간이 짧은 에너지자립마을에서는 친하게 여기지 않더라도 도움을 주고받는 관계가 형성되어 있었는데, 공동체 형성 기간이 오래된 마을에서는 도움을 주고받는 사람들이 대체로 친밀한 관계로도 연결되어 있었다.
이를 통해 도출된 지역공동체 형성 및 확산의 정책적 시사점은 다음과 같다.
첫째, 지역공동체의 활성화는 관계의 확장과 네트워크 중심 인물의 다양화 및 권력의 분산을 의미했다. 둘째, 지역공동체의 활성화는 또한 마을 활동을 지지하고 성과를 긍정하는 기반이 형성됨을 의미했다. 셋째, 지역공동체는 주체를 형성할 뿐만 아니라 성장시키는 토양이 되었다. 넷째, 주민들 간의 신뢰 관계를 구축하고자 친밀감을 높이기 위해서는 지역공동체의 특성에 따라 공동체 형성 기간이 짧을 경우에는 도구적 지지 관계에, 공동체 형성 기간이 오래된 경우에는 정서적 지지 관계에 집중하는 것이 필요함을 알 수 있었다.

The Formation Degree and Process of Urban Communities: Focusing on the Energy Transition Towns

Against the backdrop of the exacerbating climate crisis and the Earth’s growing ecological limitations, this study examines the formation degree of urban communities specifically built to solve the aforementioned problems autonomically, along with their formation processes. Specifically, it examines the seven transition towns (TTs) in Seoul, which have continued their activities for at least a year following the end of government support. To this end, a combination of qualitative (case study) and quantitative (social network analysis) methods has been used.
The results of the study revealed that in villages where community formation was well-established, gathering spaces or shared spaces had been created for residents, and network formation and mutual cooperation were prevalent in the public and private spheres. In addition, the residents of the TTs considered the village to which they belonged to be an intimate and trustworthy place. In TTs with a short period of community formation, a helping relationship was fostered even if the parties were not friendly. On the other hand, in villages with a long period of community formation, people who shared a helping relationship were usually intimately related.
Based on the results, we propose the following implications and suggestions regarding the formation and spread of the local community. First, local community activation implies the expansion of relationships and the diversification of key individuals within the networks. Second, the local community serves as a foundation for the TT movement and affirms its achievements. Third, the activated local community becomes “the soil” that not only functions as the main agent but also nurtures it. Fourth, in order to build trust among residents, one must focus on instrumental support when the period of community formation is short, and on emotional support when the period of community formation is long, depending on the nature of the local community.
