중앙정부의 국고보조금으로 관리되는 개별 보조 사업들은 중앙정부 부처의 수직적 계통을 통해 지방정부의 사업 담당부서에서 관리되는 구조이다. 수직적인 재정체계에서 집행단위가 사업별로 세분화되고 보조 사업들은 소규모로 분산 투자되다 보니 독립적 개별보조금으로 추진되는 국고보조사업은 지방정부를 간혹 딜레마 상황에 놓이게 한다. 본 연구는 지방정부의 체감도 측면에 관한 연구의 한계를 지적하고 집행주체의 반응을 세출총괄표 기능별 분류를 기준으로 IPA분석도구를 활용해 정책선호도 조사를 실시하였다.
분석결과 지역수혜 만족도에 비해 지역정책 중요도가 높은 집중지향영역에 해당하는 사업들은 환경 인프라와 미래산업 등이었으며, 반대로 과잉지양영역으로 분류되는 분야는 재배분정책 위주의 사회복지영역으로 비교적 일관된 결과가 도출되었다. 또한 몇 몇 기초자치단체의 주력산업정책들은 자율기획이 아닌 공모사업으로 배분되고 있어 자치단체의 기획기능을 어렵게 하고 있었으며, 주요 도시권의 정책에 있어서는 성과책임에 기초한 접근이 필요하고, 규모가 작은 자치단체의 경우 국고보조사업이라는 정책도구는 발전 동력이 되지 못하는 것으로 나타났다.

A Study on Policy Preference for Grants-in Aid Program: Focusing on Jeollabuk-do Provincial Government Cases

Individual grants-in-aid program managed by the central government's grants-in-aid are managed through a vertical system. In the vertical financial system, the execution unit is subdivided by business, and grants-in-aid program are invested in small-scale diversification. For this reason, the grants-in-aid promoted by independent individual program sometimes puts local governments in a dilemma. This study pointed out the limitations of research on the sensibility aspect of local governments, and conducted a policy preference survey using the IPA analysis tool based on the classification of the executive agent by function of the budget.
As a result of the analysis, the projects corresponding to the concentration here, which had a higher importance for regional policies compared to the satisfaction of regional benefits, were environmental infrastructure and future industries. Conversely, the field classified as a possible overkill was derived as a social welfare area centered on redistribution policy. In addition, the main industrial policies of some local governments are being distributed to public companies rather than autonomous planning, making the planning function of local governments difficult. In addition, it was found that a performance-based approach is required for policies in major urban areas, and in the case of small-scale local governments, the policy tool of the grants-in-aid program does not become a driving force for development.
