지방정부 도시계획분야 엘리트 영향력 관계 구조 분석
-경기도 도시계획분야 위원회를 중심으로-

본 연구는 각종 지역개발 행위 허가에 관한 심의 등, 주민 사유재산 증감에 영향을 미치는 안건을 다루는 지방도시계획분야 위원회의 엘리트 중심 참여 양상에 주목하여, 이들 간 영향력 관계의 핵심 행위자와 집단 영향력을 지닌 하위집단의 특성을 분석하였다. 분석결과, 경기도 도시계획분야 위원회 참여 관계망에서 주요 자원에 대한 통제력을 지닌 핵심 영향력 보유 개체는 교수집단이었다. 더불어 이들 대다수는 경기도 소재 대학 소속으로 현재까지 지방정부 주요 의사결정과정에 학계 지역 엘리트의 영향력이 상당한 것으로 나타났다. 또한 본 위원회의 위원 임명권과 지방도시계획 운용의 최종 의사결정권을 지닌 자치단체장의 변화에 따라 네트워크 관점에서는 위원 간 관계가 보다 공고해지며 특정 이념에 동일 견해를 표출할 수 있는 집단 영향력이 강화되는 양상을 나타냈다. 이상의 내용을 종합해 본 연구는, 전국 단위의 도시계획분야 전문가 DB 통합 플랫폼을 구축하여 적정 위원의 자동추천 기능을 상용화하고, 물리적 접근성으로 인한 지방 중소도시의 위원풀 제약문제 해소를 위하여 온라인 심의회 운영 활성화를 제안하는 바이다. 또한 현행 우리 지자체는 각기 다른 인구구조 변화에 직면해 있어, 지역주민의 정보 이해력, 디지털 사용 역량 등이 고려된 지자체별 차등화된 주민참여 방안이 마련되어야 함을 제언한다.

An Analysis of Elite Influence Network Structure in the Urban Planning Field of Local Government: Focusing on the Urban Planning Committee of Gyeonggi Province

By focusing on the participation aspects of elites in local government urban planning committees that deal with items about local development permits that impact the private property of residents, the present study analyzed the key actors in these influence networks and the characteristics of subgroups. Key actors with high betweenness centrality for key resources in the participation network of the urban planning committee in Gyeonggi Province were a group of professors. Furthermore, they were affiliated with organizations located in Gyeonggi Province, and presently the influence of local elites was considerable. Moreover, even for relationships between committee members, the influence of subgroups tended to be stronger. Based on the analysis results, the present study proposes establishing a resident participation plan that reflects the characteristics of residents for each individual local government, along with the necessity for forming and managing committee members based on data by building a DB of urban planning experts on a national scale.
