본 연구는 정부 간 재정관계에서 지방세외수입 확충에 전략적 행위인 정치성이라는 특성을 규명하는 데 목적이 있다. 이를 위해 지방자치단체장 직선 이후인 1995년부터 2017년까지 16개 지역의 자료를 활용하여 지방세와 이전재원이 지방세외수입에 어떤 영향을 미치는지 실증적으로 분석하였다. 분석 결과는 정부 간 재정관계에서 연성예산제약을 설명하는 재정적 요인이 지방세외수입에 영향요인으로 작용하고 있음을 확인하였다. 결과를 요약하면 다음과 같다. 첫째, 지방세와 이전재원은 지방세외수입에 α=0.01 수준에서 통계적으로 유의한 영향을 미치는 것으로 나타났다. 그러나 지방세나 이전재원의 증가는 지방세외수입을 감소시키는 것이 아니라, 지방세외수입 증가율을 지방세나 이전재원의 증가율보다는 낮게 나타냈다. 둘째, 지방자치의 연륜이 더해질수록 지방세외수입의 감소폭은 더 커졌으며, 이는 α=0.05 수준에서 통계적으로 유의하게 나타났다. 따라서 본 연구는 지방세외수입 확대 방안 정책과 연구는 기존의 경제적 또는 행정관리적 중심으로만 접근하는 데 한계가 있으며, 지방재정조정제도의 구조적 틀에서 연성예산제약 해소를 모색하는 것이 필요함을 제시한다.

A Study on Soft Budget Constraints and the Politics of Non-Tax Revenue

This study aims to identify the politics of non-tax revenue, which is a strategic behavior of local governments in intergovernmental fiscal relations. Data from 16 regions from 1995 to 2017 since the election of local government heads were used to empirically analyze how local taxes and transfer grants affect non-tax revenue. As a result of analysis, first, local taxes and transfer grants have a statistically significant effect on non-tax revenue at α=0.01 level. However, the increase in local taxes or transfer grants does not decrease non-tax revenue, but the increase rate of non-tax revenue is smaller than the increase rate of local taxes or transfer grants. Second, as the years of local autonomy increased, the decrease in non-tax revenue is statistically significant at α=0.05 level. Therefore, this study suggests that there is a limitation in accessing policies and research on how to expand non-tax revenue only economically or administratively. It is necessary to seek to resolve the soft budget constraints in the structural framework of the intergovernmental fiscal system in Korea.
