본 연구는 인접 지방자치단체와의 공공서비스 격차가 주민들의 만족도에 어떠한 영향을 미치는지 분석하였다. 도로・하수도, 문화시설, 유아 및 노인복지시설, 의료기관 수 등 각종 사회 인프라 수준과 분야별 예산비중, 행정효율성 변수를 활용하여 지역의 공공서비스 수준을 측정하는 한편, 각 요인에 대해 인접 지자체와의 우월・열등격차변수를 생성하여 이러한 격차가 주민들의 공공서비스 만족에 어떠한 영향을 미치는지 분석하였다. 주요 결과로 첫째, 객관적 공공서비스 수준과는 별도로 인접 지자체와의 상대적 수준 격차가 공공서비스 만족도에 영향을 미치고 있음을 확인하였다. 둘째, 유아보육시설과 같이 시설 공급 자체를 늘리는 것이 중요한 인프라가 있는 반면, 노인여가시설과 같이 인접 지자체와의 상대적 격차가 주민 만족도에 영향을 미치는 인프라도 존재하는 것으로 나타났다. 문화시설의 경우에는 인접 지자체 대비 격차가 만족도 제고로 이어지지 않는 것으로 분석되었다. 마지막으로, 각종 인프라 및 서비스 지출에서 인접지역과의 상대적 격차 뿐만 아니라 절대적 수준도 취약한 몇몇 지역이 발견되었다. 추후 국가균형발전차원에서 정책적 검토가 필요한 것으로 보인다.

The Impact of Urban Service Gap between Neighboring Cities on Citizen Satisfaction

This study examines how the urban service gap between neighboring cities affects citizens’ satisfaction. Local service levels across 75 cities are measured using eight different social infrastructure and service expenditure variables including roads and sewerage systems, cultural & welfare facilities, the number of medical institutions, the proportion of budgets for each sector, and administrative efficiency variables. Based on the assumption that service superiority as well as inferiority affect citizen satisfaction independently, gap variables with neighboring local governments were created separately.
The results confirmed that positive and negative gaps act on citizens’ satisfaction differently. While the absolute number of childcare services is associated with citizen satisfaction, the relative gap between neighboring cities is more important for senior care services. The service gap involving recreational and cultural services does not significantly affect citizen satisfaction. This study also founds the regional imbalance problem in Korea by showing several distinctive cities facing significant negative gaps across multiple services. Relative and subjective factors of service gaps between neighboring cities should be taken into account by local service provisions to enhance the quality of life of residents and also for a more balanced regional development.
