지방자치 부활이후 지방의회 의정활동에 대한 시계열적 평가

본 연구의 목적은 지방의회 부활이후(1991.7.1.) 지난 제7기(2018.6.30.)까지 총 28년간의 의정활동 성과를 평가하고 그 시사점을 파악하는 데 있다. 이를 위해 종합 활동을 비롯해 입법 활동, 예산 활동, 견제・감시활동, 주민대표 활동 등 크게 4가지로 구분하고 각 활동별 세부측정지표를 선정해 분석했다. 그 결과를 살펴보면, 첫째, 종합 활동은 대체적으로 최근으로 올수록 증가하고 있다. 둘째, 입법 활동은 대체로 최근으로 올수록 의원발의 조례안 건수와 점유율, 수정가결 건수와 비율도 높아지고 있다. 셋째, 예산안 심의・의결 건수는 지속적으로 증가하고 있고, 예산안의 심의 과정에서는 주로 삭감위주의 행태를 보였다. 넷째, 견제・감시 활동 중 행정사무감사 수감기관수, 조치요구 사항 등은 최근으로 올수록 증가 추세에 있는 반면, 시・도(시・군・구)정 질문 실적은 감소했고, 행정사무조사를 통한 견제・감시 활동은 기초가 더 높은 활용도를 보였으나 전반적으로 그리 높은 수준은 아니었다. 마지막으로, 주민대표활동 중 청원은 접수 및 처리 건수 등이 감소해 그 활용도가 낮은 것으로 분석되었으나, 처리율은 상당히 높은 수준을 보였다. 공청회와 간담회 등은 최근으로 올수록 증가하고 있어 이들을 통한 주민의견 수렴은 확대되고 있는 것으로 보인다. 이러한 분석결과를 토대로 지방의회 의정활동에 대한 시사점을 제시했다.

Sequential Assessment of Parliamentary Activities of Local Council after the Re-establishment of Local Autonomy

The objective of this study is to assess parliamentary activities for the 28 years between July 1, 1991 (when locals councils were restored) and June 30, 2018 (when the term of the previous local councils ended) and to understand its implications. The overarching activities are referred as general activities, which are categorized into four groups - legislative activities, budget activities, check and observation activities, and resident representative activities. Then, each category is analyzed using detailed measurement indicators. The result of the analysis is: first, the general activities have been mostly on the rise. Second, regarding legislative activities, the number and the ratio of both ordinance bills proposed by council members and the bills revised before approval are increasing. Third, the number of deliberation and resolution of budget bills has been growing and budget cuts were the mainly taken activity in the deliberation process. Fourth, regarding the check and observation activities, the number of institutions that received the administrative inspection and audit as well as the number of required follow-up measures have been rising, while the questioning of the heads of provincial/regional/local governments decreased. Lower level governments’s dependence on administrative inspection and audit for check and observation is relatively high but the overall utilization level was not that high. Lastly, about the resident representative activities, the utilization of petitions was low as the number of received and processed petitions dropped. However, the rate of processing was considerably high. The upward trend of the cases of public hearings and consultations seems to reflect that they are increasingly used as way to collect residents’ opinions. Based on such results of analysis, this study presents the implications of parliamentary activities of local councils.
