지방세납부시스템 통합 운영을 위한 검토과제

행정안전부・서울시・부산시・인천시・대구시는 납세자의 편의성을 높이고 세정업무의 효율성을 높일 목적으로 지방세납부시스템(We-Tax 및 E-Tax)을 개발해 운영하고 있다. 정부는 납세편의성과 업무효율성을 높이기 위해 2022년 2월부터 지방세납부시스템을 We-Tax로 일원화해서 통합 We-Tax를 운영할 계획이다.
본 연구는 통합 We-Tax를 운영하기에 앞서, 지방세납부시스템 운영의 개선방안을 도출할 목적으로 시작하였다. 이를 위해 웹사이트 이론과 조세납부시스템에 관한 선행연구를 검토해 분석모형을 설정하고 현재 운영 중인 We-Tax의 현황을 분석해 지방세납부시스템에 필요한 개선방안을 도출하였다.
분석 결과, We-Tax를 사용하면서 납세편의성이 일부 높아졌고 업무효율성이 높아졌다는 점을 확인하였다. 하지만, We-Tax에 대한 사용자만족도는 높지 않았다. 이에 따라 향후 We-Tax의 사용자만족도를 증진할 수 있는 방안을 종합적으로 마련해야 할 것이다. 이와 함께 We-Tax의 납세편의성과 업무효율성을 높일 수 있는 방안도 구체적으로 마련해야 할 것이다.

A Study on the Review Tasks for Integrated Operation of Local Tax Payment System

The Ministry of Public Administration and Security, Seoul, Busan, Incheon and Daegu have developed and operated local tax payment systems(We-Tax and E-Tax) to enhance taxpayers’ convenience and efficiency in tax administration. The government plans to operate an integrated We-Tax by unifying the local tax payment system as We-Tax from February 2022 to increase the convenience of tax payment and efficiency.
This study started with the aim of deriving improvement plans for the operation of the local tax payment system before operating the integrated We-Tax. To this end, a review of previous studies on the web-sites theory and tax payment system was set up to analyze the model. By analyzing the current status of We-Tax in operation, a plan for improvement necessary for the local tax payment system was derived.
As a result of the analysis, it was confirmed that the convenience of tax payment was partially improved and work efficiency was improved while using We-Tax. However, user satisfaction with We-Tax was not high. In the future, it is necessary to devise a comprehensive plan to improve user satisfaction of We-Tax. Along with this, it is necessary to prepare a plan to improve tax convenience and work efficiency of We-Tax in detail.
