지자체 차원의 데이터기반행정 구현을 위한 요인 분석-핵심 구성요소와 주요 참여자를 중심으로-

본 논문의 목적은 데이터기반행정의 실제적 차원의 논의를 위한 기초 연구로서 데이터기반행정의 핵심 주체인 중앙행정기관 공무원, 지방자치단체 공무원, 국책연구기관 연구원의 데이터기반행정에 대한 경험과 인식을 분석하는데 있다. 데이터기반행정의 핵심 구성요소인 데이터 프로세스, 데이터기반행정 기반요소, 데이터의 정책 활용도를 중심으로 하였다. 이를 위해 2019년 한국행정연구원의 ‘공공데이터 정책 활용 실태조사’ 자료를 활용하였으며, 중앙부처와 지방자치단체 공무원, 국책연구기관 연구원 330명을 표본으로 차이분석과 다양한 인과관계분석을 실시하였다. 분석 결과 지방자치단체 공무원의 낮은 데이터 경험, 데이터 인력 및 협력의 높은 중요성 인식과 낮은 충분성 인식, 국가직과 정책 기획과 평가업무 및 하위직 공무원의 보다 높은 데이터 정책 활용도, 데이터기반행정 기반요소와 데이터의 정책 활용 간의 정의 관계 등이 나타났다. 이를 토대로 데이터경험의 기관별 상대적 차이에 대한 대책, 데이터관련 인력 양성계획, 데이터 확보에 필요한 제도적 장치, 데이터기반행정 주체간 역할 정립 등 정책적 제언을 제시하였다.

Factors for the Local Government Data-based Administration Implementation: Focusing on the Key Components and Participants

The purpose of this study is to analyze the experience and perception levels of Data-based administration(DBA) of central, local government, and government-funded research institutes in South Korea. DBA's three key elements, including data process, data-based administration infrastructure, and public policy utilization of data, were identified. To that end, data from the research of policy utilization of public data by the Korea Institute of Public Administration in 2019 were used. The sample was 330 public officials and researchers in central, local government, and government-funded research institutes. Difference and various causal relationship analyses were conducted. The result showed that the low level in data experience of local government public officials, the perception of high importance and insufficiency of data workforce and cooperation, the higher policy utilization of data from central government/policy planning and evaluation field/lower ranks public officials, and the positive relationship between the data-based administration infrastructure and the policy utilization of data. Policy implications preparing plans for reducing differences in data experience by institutions, planning for training data-related personnel, preparing institutional devices for securing data, and establishing roles among institutions were suggested.
