민간위탁 수준이 생활폐기물 관리서비스의 효율성에 미치는 영향에 관한 연구
-전국 78개 일선시를 중심으로-

본 연구는 전국 78개 일선시의 2012년부터 2018년까지 7년간의 생활폐기물 관리서비스의 효율성 및 효율성 변화추세를 SEM, 맘퀴스트 생산성 지수 모형을 이용하여 측정하였으며, 민간위탁 수준이 효율성에 미치는 영향을 분석하기 위하여 Tobit 회귀분석을 수행하였다. 연구결과, 2018년 단일년도의 효율성 분석에서는 평균 80.92%의 효율성 수치가 나왔으며, 78개 일선시 중 10개시가 효율적인 것으로 평가되었다. 비효율성이 발생한 원인은 주로 규모효율성에 기인하는 바가 컸으며, RTS 측정에서는 46개 시들이 규모수익체증을 나타냈다. 2012년부터 2018년까지의 7개년 5기에 걸친 효율성 변화율 분석에서는 연평균 1.7% 하락추세를 보여줬으며, 생산성 지수의 세부구성요소 중 SC에서 2.2%의 평균 하락률이 나타나 MI의 하락은 주로 SC에 기인하는 것으로 분석되었다. 효율성에 대한 영향요인 분석에서는 인력비율과 위탁사업비 비율에서 유의미한 정(+)의 효과가 있었으며, 장비대행율에서는 역(-)의 효과가 나타났다. 도시화 요인 중 관리면적과 아파트 거주비율에서 유의미한 영향이 있었다.

A Study on the Effect of Contracting-Out on the Efficiency of Waste Management Services in the Local Governments

This study measured the trend of changes in the efficiency and efficiency of waste management services for 7 years from 2012 to 2018 in 78 cities using SEM and Malmquist productivity index models. To analyze the effect of contracting-out levels on efficiency, Tobit regression analysis was performed. As a result of the study, in the efficiency analysis for a single year in 2018, an average efficiency score of 80.92% came out, and 10 out of 78 cities were evaluated as efficient. The cause of the inefficiency was largely due to the scale efficiency, and in the RTS measurement, 46 cities showed increased scale revenue. In the analysis of the rate of change in efficiency over the 7 years and 5 periods from 2012 to 2018, the annual average decline was 1.7%, and among the detailed components of the productivity index, the average decline rate of 2.2% was found in SC, and the decline in MI was mainly due to SC. In the analysis of factors influencing efficiency, there was a significant positive effect on the ratio of manpower and budget expenses, and the negative effect on the ratio of equipment agency. Among urbanization factors, there was a significant influence on the management area and the apartment residence ratio.
