본 연구의 목적은 주민참여예산제도의 활성화에 미치는 영향요인을 탐색적으로 분석하는 것이다.
이를 위해 본 연구는 전국 기초자치단체의 2012년부터 2015년까지 4개 연도의 관련 데이터를 수집하
여 패널회귀모형으로 분석하였다. 본 연구에서는 주민참여예산제도의 활성화를 ‘과정’과 ‘결과’ 두 측
면으로 나누어 분석하였다. 그 분석결과에 따르면, 전반적으로 제도적 요인인 주민참여예산조례 모형
이 유의미한 영향을 미쳤다. 주민참여예산제도를 통해 지역주민들이 자신의 선호를 예산편성과정에 투
영하기 위해서는 해당 기초자치단체의 주민참여예산조례를 의무규정으로 하고 있는 제2모델이나 제3
모델을 채택하는 것이 중요하다고 할 것이다. 다음으로 본 연구에서는 이러한 제도적인 요인을 통제한
이후에도 주민참여예산위원회 참석률에 정치적 요인인 단체장의 진보정당 소속여부가, 주민제안 사업
수에는 소득과 같은 경제적 요인이 유의미한 영향을 미쳤고, 설명회 등 개최 수와 주민참여예산 반영률
에는 사회적 요인인 인구가 유의미한 영향을 미쳤다. 즉, 제도적인 요인 이외에 다른 요인이 유의미한
영향을 미치는 것으로 나타났다는 점은 주어진 제도보다 제도를 운영하는 사람과 그들의 인식이 중요
하다는 점을 시사한다. 앞으로 주민참여예산제도의 이해관계자들의 인식 전환과 의지가 주민참여예산
제도가 활성화되어 진정한 민주적 거버넌스를 구축하는 데 중요한 역할을 할 것이다.

An Exploratory Study on the Factors Influencing the Vitalization of Participatory Budgeting

The purpose of this study is to analyze the factors contributing to the vitalization of
the participatory budget system in an explorative manner. For this purpose, this study
collected data on the South Korean municipal governments spanning four years
(2012~2015) and used the data for the analysis in which a panel regression model was
employed. In this study, vitalizing a citizen participation budget system is understood in
terms of two dimensions: ‘Process’ and ‘outcome’. Per the analysis results, the public
participation budget ordinance model, which is an institutional factor, has a significant
impact. In order for citizens of localities to have their preferences reflected in the
budgeting process through the means of the citizen participatory budget system,
adopting the second model or the third model would be more desirable. In both
models, a participatory budgeting is mandatory. Furthermore, this study demonstrates
that, even after controlling institutional factors, the citizens’ participation rate of the
resident participatory budget committee is negatively affected by whether the mayor is
affiliated with the progressive party or not (political factor); the number of projects
proposed by citizens negatively affected by economic factors such as income; and the
number of conferences held and the actual rate of budget realized through the means
of participatory budget significantly affected by population (social factor). The results
illustrating that factors other than institutional factors have a significant effect suggest
people who run the system and their perceptions are more important than the system.
In the future, perceptual changes of the stakeholders and their increased willingness to
participate in participatory budgeting will play an important role in vitalizing the citizen
participatory budget system and building truly democratic governance.
