이 연구의 목적은 재정압박에 대한 지방정부의 세입반응을 분석하는 것이다. 이 연구에서는 재정압
박에 대한 개념정의에 기반하여 재정압박을 세입이 감소한 상태와 세출수요 대비 세입이 감소한 상태
로 조작적 정의를 하였다. 그리고 전자를 경상일반재원의 감소 값으로, 후자를 기준재정수요액 대비 경
상일반재원으로 계산되는 재정보전지수의 감소 값으로 측정하였다. 우리나라 지방정부가 재정압박 상
황에서 활용할 수 있는 자체재원은 지방채, 동원가능 임시세외수입, 지방세라고 판단하여 이를 분석모
형의 종속변수로 설정하였다. 실증분석을 위해, 2005년부터 2013년까지의 전국 시・군 자료를 수집하
여 패널토빗모형과 PCSE/OLS 모형으로 계량분석을 실시하였다. 분석결과, 경상일반재원이 감소하는
경우에 시 자치단체는 세 가지 자체재원을 적극적으로 활용하는 것으로 나타났고, 군 자치단체는 주로
지방채를 활용하는 것으로 나타났다. 재정보전지수가 감소하는 경우에 시 자치단체는 주로 지방세 징
수율을 높이는 것으로 나타난 반면, 군 자치단체는 지방채를 발행하면서 동시에 지방세 징수율을 높이
는 것으로 나타났다. 이러한 분석결과는 시・군 자치단체 모두 재정압박이 발생하면 지방채, 동원가능
임시세외수입, 지방세라는 자체재원을 활용하여 대응하지만, 두 유형의 자치단체가 경상일반재원 감소
와 재정보전지수 감소에 대응하는 양식은 다르다는 것을 제시한다. 또한 시와 군이 재정압박에서 자체
재원을 활용하는 양식에 차이가 있다는 것을 보여준다.

Local Government Revenue Responses to Fiscal Distress: Focusing on City and County Governments

This study aims to examine revenue responses of local governments to fiscal distress.
For this, this study defined operationally fiscal distress as a state of reduced revenue
and a state of reduced revenues compared to expenditure demand based on definition
of fiscal distress. And this paper measured the former as decrease value of current
general resources and the latter as decrease value of the fiscal covering indicator,
which was calculated as current general resource relative to the standard amount of
fiscal demand. In the analysis model, local bonds, available temporary nontax revenue,
and local tax were set as dependent variables on the assumption that Korean local
governments can utilize their own resources such as them in fiscal distress. This paper
conducted regression analysis through tobit model and PCSE model using data for city
(Si) and county (Gun) from 2005 to 2013. The main findings are summarized as follows.
It was found that in the case of reduction in current general resources city
governments (Si) actively utilize the three own resources, while county governments
(Gun) utilize mainly local bonds. In the case of decrease in the fiscal covering
indicator, city governments (Si) raised mainly local tax collection rate, while county
governments (Gun) increased local tax collection rate while issuing municipal bonds.
These findings show that both city governments (Si) and county governments (Gun) deal
with fiscal distress by utilizing their own resources such as local bonds, available
temporary nontax revenue, and local tax. However, the way in which local governments
address reduction of current general resources and decrease of the fiscal covering
indicator varies between different types of local governments. It also shows that the
way in which local government utilize its own resources varies between different types
of local governments.
