행정에서 효율성 증진을 위한 유인설계: 공무원 여비규정을 중심으로

예산 사용의 지출 적정성을 담보하기 위한 경직적 법규는 낭비에 의한 비효율성을 초래할 수 있다. 이에 정보비대칭 상황에서 낭비와 행정비용을 감소시켜 효율성을 증진할 유인설계를 제안한다. 특히 동일한 업무를 달성하는 데에 여러 방법이 가능한 경우에, 효율적인 방안을 자율적으로 결정하여 수행할 수 있도록 하기 위해서는 투입에 근거한 관리⋅통제방식을 지양하고, 성과⋅결과에 근거한 유인체계를 도입해야 한다. 공무원 여비규정을 간단한 유인설계 모형을 활용하여 분석하여 현 제도의 문제점을 파악하고 개선방안을 제시한다. 행정의 효율성을 증진하기 위해서는 투입이 아닌 성과⋅결과에 근거한 유인체제를 행정 각 분야에 최대한 확산적용하도록 하여야 할 것이다.

Designing Incentives to Enhance Efficiency in Public Administration: Focusing on Civil Servant Travel Expense Regulations

This study aims at expanding the scope of public value research by empirically examining the relationship between political ideology and public values. A public value measurement model is designed, and the level of public value creation by metropolitan governments is measured through an online survey. The results of internal consistency analysis and confirmatory factor analysis indicate that the public value measurement model demonstrates excellent reliability and validity. Regression analysis reveals that citizens' political ideology had a statistically significant effect on their perception of public value levels. Furthermore, when citizens and local government leaders share the same political ideology, citizens perceive a higher level of public value compared to cases where their ideologies differ. However, the political ideology of local government leaders do not have a statistically significant effect on the level of public value. These findings suggest that the political ideological tendencies of citizens and politicians should be considered when interpreting public value creation levels. Additionally, public value perception surveys that do not account for political ideological tendencies during sample selection may produce biased results.
